Public hearing and action to extend the 90-day time limit for Commission action up to one year on request by City of Imperial Beach to amend both the certified Land Use Plan and Implementation Plan to modify provisions for commercial and residential uses in mixed use districts and zones. Application by CA Dept. of Parks and Recreation to install automated pay machines (APMs) and implement automated fee payment at two locations within San Onofre State Beach: Trestles Parking Area and San Onofre Bluffs; also includes after-the-fact authorization for installation of two iron rangers at same locations; establish new $2 per hour rate at Trestles and new $4 per hour rate at San Onofre Bluffs daily. At both lots, retain flat rate of $15 per day year round; establish new rate of $20 a day on summer holidays- Memorial Day, July 4th, and Labor Day, and for special events; no hourly rates are proposed on those summer holidays or for special events, at San Onofre State Beach, San Diego County. b.  Application No. A-6-PSD-08-004-A1 (LLP Lane Field LLC, San Diego) Request by LLP Lane Field LLC to amend permit for hotel/retail development to revise the siting of two hotel towers (totaling 800 rooms) to be set back 150 feet from Harbor Drive to accommodate construction of a 1.66 acre public park; reduce retail space from 80,000 sq. feet to 63,549 sq. feet and reduce heights of hotel towers by 10-30 feet, at north of Broadway, between Pacific Hwy and Harbor Dr., Port District, San Diego, San Diego County. At Calafia: (1) remove existing meters and replace with two APMs; (2) increase hourly rate from $1 to $2 during peak season and establish a $15 a day flat-rate year round; (3) establish new holiday rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day, with no hourly rates. �At San Clemente campground: (1) replace Iron Ranger with APM; (2) retain flat-rate of $15 per day year-round; (3) establish new holiday rate of $20 on Memorial Day, July 4th, and Labor Day. No hourly rates are proposed at the campground, at 225 W. Avenida Calafia, San Clemente, Orange County. (RAB-LB) [POSTPONED]

Application No. 5-12-153 (California Department of Park and Recreation, Doheny State Beach, Dana Point) Application of California Dept. of Parks and Recreation to (1) install automated payment machine (APM) near kiosk at park entrance and implement automated fee payment program; (2) retain flat rate of $15 per day year-round; (3) establish new rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day, and for special events. No hourly rates are proposed, at 25300 Dana Point Harbor Drive, Dana Point, Orange County. (RAB-LB) [POSTPONED]

c. Application No. 5-12-154 (California Department of Parks and Recreation, Crystal Cove State Park, Laguna Beach)Application of California Dept. of Parks and Recreation to (1) install automated pay machines (APMs) and implement automated fee payment program at 5 locations: Reef Point, Pelican Point, Los Trancos, Moro Day Use and Moro Campground parking lots; (2) retain flat-rate of $15 per day year-round; (3) establish new rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day; (4) offer hourly rate of $5 Monday through Friday. In most cases, no hourly rates are proposed for the summer holidays or weekends at 8471 Pacific Coast Highway, Laguna Beach, Orange County. (RAB-LB) [POSTPONED]

d.  Application No. 5-12-168 (Fischer, Corona Del Mar) Application of Desmond Fischer to demolish 2-story single-family home and construct new 6,814 sq.ft., 3-story single-family home with basement (4-floors) with 390 sq.ft., 2-car garage on coastal bluff face. The rooftop of upper level (consisting of garage, entry and elevator) of proposed home will be above curb height on Ocean Blvd. The foundation system will consist of concrete mat slab with permanent shoring walls with caissons. The project also includes paving, retaining walls, landscaping and irrigation. Grading consists of 2,213 cu.yds. of cut and export to area outside of coastal zone, at 3725 Ocean Blvd, Corona Del Mar, Orange County. (FSY-LB)

RECEPTION.
